New Mexico has a stormy gaming past. When the IGRA was signed by the House in 1989, it looked like New Mexico might be one of the states to get on the Native casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King announced a working group in Nineteen Ninety to draft a contract with New Mexico Native tribes. When the task force arrived at an agreement with 2 prominent local bands a year later, Governor King declined to sign the agreement. He held up a deal until 1994.

When a new governor took office in 1995, it seemed that Amerindian betting in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the Native tribes, anti-gambling groups were able to hold the deal up in courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, therefore costing the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico government, to get the process moving on a full accord between the State of New Mexico and its Native bands. Ten years had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.

The non-profit Bingo business has grown since Nineteen Ninety-Nine. In that year, New Mexico charity game operators acquired only $3,048 in revenues. That climbed to $725,150 in 2000, and passed one million dollars in revenues in 2001. Non-profit Bingo revenues have grown constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the providers.

Bingo is certainly favored in New Mexico. All sorts of owners look for a piece of the pie. Hopefully, the politicos are through batting around gaming as a hot button factor like they did in the 90’s. That is probably wishful thinking.
