New Mexico has a rocky gambling past. When the IGRA was passed by the House in 1989, it seemed like New Mexico might be one of the states to get on the Indian casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King announced a panel in 1990 to discuss an accord with New Mexico Indian tribes. When the task force arrived at an agreement with two prominent local bands a year later, the Governor declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that Indian wagering in New Mexico was now a certainty. But when the new Governor signed the contract with the American Indian tribes, anti-wagering groups were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing a deal, thus costing the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the CNA, passed by the New Mexico legislature, to get the ball rolling on a full accord amongst the Government of New Mexico and its Indian tribes. A decade had been lost for gambling in New Mexico, including Amerindian casino Bingo.

The nonprofit Bingo industry has grown since 1999. In that year, New Mexico charity game operators brought in just $3,048 in revenues. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Nonprofit Bingo earnings have grown steadily since that time. 2005 witnessed the greatest year, with $1,233,289 grossed by the operators.

Bingo is certainly favored in New Mexico. All sorts of providers look for a slice of the action. With hope, the politicos are done batting around gaming as an important matter like they did back in the 1990’s. That’s most likely hopeful thinking.
