New Mexico has a bitter gambling past. When the IGRA was passed by the House in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the Indian casino craze. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King announced a working group in 1990 to negotiate a compact with New Mexico American Indian bands. When the task force arrived at an agreement with 2 important local tribes a year later, the Governor refused to sign the agreement. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that Indian wagering in New Mexico was now a certainty. But when Governor Gary Johnson passed the contract with the Amerindian bands, anti-gambling forces were able to tie the accord up in courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the deal, therefore costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico government, to get the ball rolling on a full compact between the State of New Mexico and its Native bands. A decade had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.

The nonprofit Bingo industry has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico not for profit game owners acquired just $3,048. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Nonprofit Bingo revenues have increased steadily since that time. 2005 witnessed the largest year, with $1,233,289 grossed by the owners.

Bingo is certainly favored in New Mexico. All sorts of operators look for a slice of the action. With hope, the politicos are through batting over gambling as an important issue like they did back in the 1990’s. That is probably hopeful thinking.
