New Mexico has a complex gambling background. When the Indian Gaming Regulatory Act was passed by the House in 1989, it looked like New Mexico might be one of the states to get on the Indian casino craze. Politics assured that would not be the case.

The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to discuss a contract with New Mexico American Indian bands. When the working group arrived at an agreement with 2 prominent local tribes a year later, the Governor declined to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in 1995, it seemed that Amerindian gambling in New Mexico was a certainty. But when Governor Gary Johnson signed the contract with the Indian tribes, anti-wagering forces were able to hold the contract up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the deal, therefore costing the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It required the CNA, signed by the New Mexico house, to get the process moving on a full contract between the Government of New Mexico and its Native tribes. A decade had been lost for gambling in New Mexico, including Native casino Bingo.

The non-profit Bingo business has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico charity game owners brought in just $3,048. This number grew to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Non-profit Bingo earnings have grown constantly since then. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the providers.

Bingo is clearly favored in New Mexico. All sorts of operators look for a bit of the action. Hopefully, the politicos are done batting over gambling as a hot button factor like they did back in the 1990’s. That’s without doubt wishful thinking.
